Learn Jazz Solos

I spent a lot of time in college and learning scales, modes, theory, exercises, discussing in forums, etc. But I still couldn't play jazz or improvise.

I started learning solos note for note and while this isn't improvisation you need to be able to learn the language and also be able to play at high speeds. You can write out your own solos.

There are excellent sax etudes by Greg Fishman.

I think that most improvisation is more reorganizing things you can play (a quote from Mike Stern) and is more of a recall function of the brain than true creativity. I know all the arpeggios but still couldn't create a solo on the fly at high rates of speed. Longer phrases need to be memorized and brought up to speed while understanding how they work, using them on different chords, keys, etc.
